Scotland based Claimants
Personal Independence Payment and Disability Living Allowance will soon be replaced by Adult Disability Payment in Scotland. Adult Disability Payment will be delivered by Social Security Scotland and will be open for new applications in the first pilot areas of Dundee, Perth and Kinross and the Western Isles from 21 March 2022.
People with ongoing awards of Personal Independence Payment or Disability Living Allowance do not need to apply for Adult Disability Payment. Your award will be transferred automatically to Social Security Scotland later this year and Department for Work and Pensions (DWP) will inform you in advance.

What is Adult Disability Payment?
Adult Disability Payment is the replacement for Personal Independence Payment for eligible people living in Scotland.
When is Adult Disability Payment being introduced?
Adult Disability Payment will be introduced in phases. The Scottish Government has announced it will begin the first phase of Adult Disability Payment from 21 March 2022. New customers will be able to make a claim if they live in Perth and Kinross, the City of Dundee and the Western Isles.
It will then be rolled out further from 20 June 2022 to also include North and South Lanarkshire.
From 25 July 2022, customers living in Perthshire and Kinross, City of Dundee, Western Isles, Angus, North Lanarkshire, South Lanarkshire, Fife, City of Aberdeen, Aberdeenshire, Moray, North Ayrshire, East Ayrshire and South Ayrshire will be able to make a new claim to Adult Disability Payment.
The Scottish Government will then launch Adult Disability Payment nationally across the whole of Scotland from 29 August 2022.

Can I claim Personal Independence Payment and Adult Disability Payment at the same time?
You cannot be in receipt of PIP and ADP at the same time.
Can you give me an update on my Adult Disability Payment claim?

I am receiving Personal Independence Payment – can I transfer to Adult Disability Payment now?
If you have an existing Personal Independence Payment claim, this will continue to be paid and your case will be transferred automatically to Social Security Scotland later in the year so there is no need to do anything. If you wish to discuss your Personal Independence Payment claim, you should contact DWP directly on 0800 121 4433. DWP will contact you once they are transferring your case.
I made a Personal Independence Payment claim which hasn’t been decided. Can I still claim Adult Disability Payment?
If you are in a pilot area and are not in receipt of Personal Independence Payment, you can claim Adult Disability Payment, even if you have made a Personal Independence Payment claim. Both processes will be progressed to their conclusion, including separate consultations for both benefits if required. You cannot be in receipt of both benefits at the same time.
I made a Personal Independence Payment claim but want to claim Adult Disability Payment instead. Can you send the medical evidence to Social Security Scotland?
Social Security Scotland will gather supporting evidence from you. In some cases, they may ask DWP for a copy of material they hold, but you should send any information to support your Adult Disability Payment claim directly to them. IAS will not share any of your details or medical evidence with Social Security Scotland.
I receive Personal Independence Payment but I’m moving to Scotland. Do I have to claim Adult Disability Payment instead?
You should inform DWP about your move as soon as possible. Your case will be transferred automatically at a later date, but you will not need to make a new ADP claim. DWP will let you know by letter when this happens, but if you have any concerns you should contact DWP on 0800 121 4433.
